CITY BUDGET
The City budgets and reports on a fiscal year basis, with the fiscal year starting on July 1 of each year and ending on June 30.  The fundamental purpose of the City’s budget is to link what the City Council wants to accomplish for the community with the resources necessary to do so. The City’s budget serves as the City’s financial plan, but is also considered a policy document, a communication tool and an operations guide. The budget communicates who we are and what we do, and is directed to a wide audience, including citizens, the business community, as well as the management and staff of the City. The City of Stanton adopts an annual budget. 

The Finance Department coordinates the budget process of the City.  Proposed budgets are submitted by each City Department for every City program and activity and reviewed by the City Manager and Finance Director.  All budget information is compiled in a single document, adopted by the City Council and serves as the financial plan for the City throughout the year.  Additional appropriations are approved by City Council during the annual budget cycle, as warranted.  Unexpended operating and capital appropriations from each fiscal year may be carried over into the following year with City Council approval.

ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR)
The City of Stanton is adopting the recommendation from the Government Finance Officers Association to immediately change the name of the Comprehensive Annual Financial Report. There is an increasing professional awareness that the report’s acronym, when pronounced aloud, sounds the same as a derogatory term historically used in South Africa as a racial slur towards Black Africans, with ties to Apartheid. Consistent with guidance under development by the Governmental Accounting Standards Board, the City will change the name to the Annual Comprehensive Financial Report (ACFR), beginning with the report dated June 30, 2021.

RECOGNIZED PAYMENT OBLIGATION SCHEDULE (ROPS)
The State Department of Finance approved the Successor Agency's Last and Final ROPS on January 2, 2020.

OTHER FINANCIAL INFORMATION
The City's consultant, HdL Companies, provides annual information regarding the City's property tax revenue and quarterly information regarding the City's sales tax revenue.
